The work of the iniatives is supported by the Council, a "body of Friends" comprised of representatives appointed by the Working Groups and Quaker Yearly Meetings, co-opted members, staff and volunteers. The Council has officers, staff and committees to carry out administrative work for the organization and iniatives.

The Council, made up of individuals locatd around the world, conducts business by monthly telephone conferences. At least once a year a face-to-face meeting is held in different venues as guests of one or more monthly meetings in the area.
